The danger of an 'optimized all-stages city' is nonexistent But you might see a few of them for people looking to shortcut buy their way to an intermediate city. there's other low-attack/non-attack grand prizes that also outrate it for a player who wants more than one thing Eagle Reserve, Governor's Villa, Great Wheel, House of the Wolf, Pirate's Hideout provide similar attack efficiency - but also much better other bonuses making them overall much more efficient buildings

Fall Set remains the best semi-balanced option (only a little behind winners' plaza in attack but also gives some defense, FP, goods) Winner's plaza Lv 2 is best as a pure-attack building (just pulled ahead of fall set with the most recent +1% in SAJM)

It improves drastically from FE to SAV (1% per age vs 1% per 2 ages prior to it) - so in SAV it's semi-competitive boost-wise even if the other stats are crap but back in industrial it's below pretty much all the good multipurpose multi-levels in attack boost efficiency as well as behind on other stats. It's also quite strongly dependent on age. And already well developed cities might not bother with any. But the stages will eventually get replaced as they get better things. It's cheap as you note - so you will see a number of cities with a bunch of them starting out. Additional gardens have to be correctly aligned and can be attached only to left side of the statue.It's not *that* good. The amount of gardens that can be added to the statue is only limited by the player's city size and availability of the garden. The Iridescent Garden does not need to be polished to get the resources added to the statue. It gives a bonus of 3 goods, a 5% defense boost for the attacking army and 1 forge point. The production and bonuses of The Great Elephant can be increased by attaching Iridescent Garden buildings to the statue. When reaching level 8 of the Great Elephant the player can choose between 3 options: Note that the upgraded building will be from your current era, even if the old one was from one of the earlier ages. Its upgraded version will then be placed directly on the same spot in your city and the production timer will not be reset.

To upgrade the Great Elephant, use the Great Elephant Upgrade item on the Great Elephant that is already situated in your city. The Great Elephant can be upgraded by Great Elephant Upgrade Kit item.
